A frilly, pastel-coloured magical girl(+boy) story... about public sanitation.
In this world, Ghouls are the physical manifestation of emotional suffering and social decay . They're as common as cockroaches - and someone has to do the dirty job of cleaning them up.
That's where the Bureau of Emotional Sanitation comes in. Magical Fighters are the ones to do the dirty work, paired with two creatures that most people treat as cute, marketable mascots:
- Eaters, who consume Ghouls after they are sufficiently weakened- Keepers, who keep the Eater's emotional state stable
It's low-prestige, high-risk labour. No one grows up dreaming of this job - and that's exactly why losers and misfits are the ones who end up doing it.
