
The Bureau of Emotional Sanitation is the organization responsible for identifying, containing, and eliminating Ghouls across the world. Officially, its mission is to keep society safe from emotional contamination. Unofficially, its true function is simpler: keep the system running.
Founded in response to the wild and dangerous conditions of the past, where Ghouls ran rampant and little could be done to counter them without the explicit cooperation of Eaters, the Bureau was created not out of compassion, but necessity. As it became clear that negative emotions could manifest into tangible, dangerous threats, the Bureau emerged as a solution: part sanitation crew, part emergency response, part public relations.
The Bureau trains and deploys magical field operatives named "Magical Fighters" - often underpaid, poorly supported, and easily replaced - to clean up emotional waste before it disrupts business, damages property, or draws media attention. These Magical Fighters are armed with magical uniforms, bright branding, and a forced sense of cheer, all in service of disguising what the job really is: a dirty, exhausting, emotionally punishing grind.
Supporting the magical fighters are the Keepers - who track data, manage logistics, and provide on-site emotional support - and the Eaters, who consume the Ghouls they track down. Neither species is considered equal to human workers. They are bred, trained, and deployed as tools - granted just enough education to be effective, but not enough to question their place.
Publicly, the Bureau promotes itself as a benevolent institution. Commercials depict smiling Magical Girls waving cute, marketable wands. Pamphlets frame Ghoul outbreaks as minor, manageable inconveniences. There are plush toys of Keepers, printable Eater coloring sheets, and online games to "train like a real Magical Fighter."
But behind the pastel veneer is a deeply cynical machine - one that treats suffering as inevitable and healing as a logistical obstacle.
To most people, the Bureau is a dull government department.
To its Magical Fighters, it's the last place that said yes when no one else would.
